OSHA has a lengthy rulemaking process, as shown in a chart that they publish at the following address: https://www.osha.gov/sites/default/files/OSHA_FlowChart.pdf.

The chart shows that there are seven stages in the rulemaking process. If this process applies to updates to rules, then they have completed Stage 3: Publishing the Proposed Rule. We are now in Stage 4: Developing and Analyzing the Rulemaking Record.
